Overview
What is Fillout?
Fillout is an online form builder operated by Restly, Inc., a Delaware corporation that also makes Zite, a no-code app builder. It handles web forms, surveys and quizzes, from a one-page contact form to multi-page forms with branching, calculations, payments and appointment booking.
A new form starts blank, from a template, from a connected app such as Airtable, Notion or HubSpot, or from a prompt or PDF given to the AI builder. The editor has more than 50 field types laid out on pages. Page logic sends each respondent to a different page or ending depending on their answers, and calculations total prices and quiz scores. A payment page takes one-time, subscription or pay-what-you-want payments through Stripe, and a scheduling page books meetings on a Google or Outlook calendar, or through Calendly or Cal.com on paid plans. Published forms are shared by link, email, QR code or embed. Responses land under Results, and CSV export comes with every plan. Forms built in Typeform, Jotform, SurveyMonkey or Google Forms can be imported.
Fillout runs in the browser. Its native integrations send submissions to Airtable, Google Sheets, Excel, Notion, Monday, HubSpot, Pipedrive, Attio and Salesforce, and several of them can update an existing record instead of adding a new one. Webhooks and a REST API come with every plan. Billing is per organization rather than per person: every plan, the free one included, allows unlimited seats, and the paid tiers differ in monthly response allowance and in branding, analytics and admin features.
Our verdict on Fillout
Fillout fits teams that need logic, payments and database syncing in their forms and don't want to pay for each person who builds or reads them. Seats are unlimited on every plan, so marketing, operations and an outside contractor can share one account at one price. Even the free tier allows 1,000 responses a month with logic, Stripe payments and a native scheduler. The integrations go further than a one-way feed: a form can update an existing Airtable, Notion or HubSpot record instead of creating a duplicate, which lets it serve as the front end of a database or CRM.
The catch is how much waits for Business. Drop-off rates, the partial-submissions view, custom domains, custom code and unlimited responses all start there, and below it each uploaded file is capped at 20 MB. Salesforce, EU data hosting, workspace-level permissions and enforced two-factor authentication need the Team bundle. Fillout's pricing, security and enterprise pages don't mention HIPAA or a business associate agreement, so it isn't a candidate for US patient data. Refunds are narrow, too. A new customer can ask for one only within the first month, and only if usage was minimal.
Starter costs $19 a month, or $15 a month billed yearly, and adds premium field types, login forms, CAPTCHA and 2,000 responses, though forms keep a light Fillout branding. Most businesses publishing forms to customers will land on Pro, at $49 a month or $40 billed yearly, which removes the branding and allows 5,000 responses. Business costs $89 a month or $75 billed yearly, and the Team bundle $300 a month or $250 billed yearly. Going over a response limit doesn't take forms offline; they keep collecting while you upgrade, buy bulk submissions or wait for the monthly reset.
Choose Fillout when several people need access, responses have to land in Airtable, Notion or a CRM, and forms take payments or bookings. If custom domains and drop-off analytics matter more than integrations, Tally's Pro plan has both for $29 a month or $24 billed yearly. Patient-data forms should go to Jotform, whose Gold plan adds HIPAA features and a signed BAA for $129 a month or $99 billed yearly, for one user.

Is Fillout free?
Yes. Fillout's Free plan doesn't expire and allows unlimited forms and seats, with up to 1,000 responses a month across all forms. It includes conditional logic, calculations, scheduling, PDF generation, webhooks and the REST API, and its Stripe payment pages carry no Fillout fee, though Stripe's own fees apply. Forms show a "Made with Fillout" badge, and each uploaded file is limited to 20 MB. Paid plans start with Starter at $19 a month, or $15 a month billed yearly. See Fillout pricing.
Does Fillout charge per user?
No. Each Fillout plan is one flat price for the whole organization, and every plan, Free included, allows unlimited seats, so inviting colleagues costs nothing. Admins manage settings and members, while Members create their own forms and scheduling links but can't edit anyone else's. Limiting people to specific workspaces or to view-only access needs the Team bundle or Enterprise. Fillout and Zite, the same company's app builder, are separate subscriptions, except in the Team bundle, which includes the Business tier of both.
What happens if you go over Fillout's response limit?
Your forms keep collecting responses. Fillout counts submissions per calendar month across all forms, leaving out test responses made in preview mode, and once you pass your plan's allowance you can upgrade, buy bulk submissions or wait for the count to reset at the start of the next month. The allowances are 1,000 responses a month on Free, 2,000 on Starter and 5,000 on Pro. Business and the plans above it have no cap, though Fillout's fair use policy gives 30,000 submissions a month as an example of excessive use.
Can Fillout update existing records in Airtable or Notion?
Yes. Fillout's native Airtable and Notion integrations can create new records or update existing ones, and the HubSpot and Salesforce integrations work the same way for contacts and records. Most integrations, including Google Sheets, Airtable, Notion and HubSpot, are on the Free plan; Salesforce needs the Team bundle or Enterprise, and pre-fetching data into a form before it loads needs Business. Other tools can be reached through webhooks, the REST API, Zapier or Make.
Where does Fillout store form data?
In the United States by default. Fillout runs on AWS through Render, and EU hosting is available on request for the Team bundle and Enterprise. Fillout says it's SOC 2 Type 2 compliant and encrypts data in transit and at rest, and its privacy policy says it doesn't sell data. Deleted forms, responses and account data leave its servers and backups within 45 days. Enterprise customers can also turn off Fillout's own storage so that submissions go only to their connected tools.
