Count your responses before you compare anything else
This is the metered dimension in every plan and it varies by more than an order of magnitude. Typeform's entry paid tier allows 100 responses a month; Tally allows unlimited on its free plan. A beautiful form you cannot afford to receive answers on is not useful. Estimate a busy month, not an average one, and price the tier that covers it.
Completion rate is worth real money on high-value forms
Conversational, one-question-at-a-time forms genuinely complete better than long grids — our own testing and most published research agree. That matters when a submission is a qualified lead worth hundreds, and matters not at all for an internal request form. Pay for presentation where the response has value, and use a cheap tool everywhere else.
Check compliance before collecting anything sensitive
If your form touches health, financial or otherwise regulated data, the requirements are concrete: encryption at rest, a signed BAA for HIPAA, EU data residency for GDPR-sensitive work, and retention controls. Jotform and SurveyMonkey have the most developed compliance offerings; several cheaper tools have none. This is a disqualifier rather than a preference.
Where the data goes matters more than the form
A form is a means of getting data into a system. Before choosing, confirm the integration you need exists natively rather than through a paid automation step — Sheets, your CRM, your email tool, Slack. Teams that solve this with a Zapier task per submission end up paying more for the plumbing than for the form.
