Our verdict
Justworks is the right answer when benefits are the reason you are shopping. As a PEO it co-employs your team, which pools your headcount with thousands of others and unlocks health, dental and vision plans a twelve-person company could never negotiate independently. For founders competing for talent against much larger employers, that is the whole value proposition.
Everything else follows from that model. Payroll, tax filing, compliance and workers’ comp are handled; 24/7 support with actual humans is included and rated well by reviewers; the interface is clean and the pay run is uncomplicated. Pricing is unusually transparent for a PEO — a published per-employee monthly fee, with a lower-cost payroll-only tier for companies that do not need the benefits pooling.
The trade-offs are inherent to co-employment rather than to Justworks specifically. You choose from the plans Justworks offers rather than shopping the whole market, so a company with an existing broker relationship may find its current plan unavailable. Leaving a PEO means re-establishing insurance in your own name, which is a real project and should be understood before entering. Configurability is limited compared with an HRIS: no deep performance management, no device provisioning, and less flexibility in policy setup than BambooHR or Rippling.
Our guidance: choose Justworks if you are a US company under a few hundred people for whom competitive health benefits are a hiring constraint. Choose Gusto if you just need payroll done well, and Rippling or BambooHR if configurability matters more than benefits access.

Nobody explained clearly during the sales process that exiting a PEO means re-establishing our own insurance and workers comp. We are staying, but it is a bigger commitment than a software subscription and should be framed that way.
