Gusto is the best payroll product for US small businesses, and payroll is the part of HR software that has to be right. A missed filing is a penalty; a clumsy pay run is a morale problem. Gusto handles both better than anything else at this size.

The experience is the differentiator. Running payroll takes minutes, federal, state and local taxes file automatically, W-2s and 1099s are handled without a conversation, and new-hire onboarding — offer letter, e-signature, direct deposit, I-9 — is genuinely the smoothest we tested. Contractor payments are included, and benefits administration syncs deductions to payroll without the manual reconciliation that catches out cheaper competitors. Pricing is transparent: Simple at $49 per month plus $6 per person, with Plus at $80 plus $12 adding time tracking, multi-state payroll and hiring tools.

The limits are worth stating. Gusto is a US product — hiring someone abroad means adding Deel or an equivalent. Performance management and advanced HR reporting are thin next to BambooHR. There is no device or app provisioning, which is the whole reason Rippling exists. And while the base-plus-per-employee model is fair, at 100+ employees the per-person charge starts to dominate and enterprise-oriented platforms become price-competitive.

Our guidance: for a US company under roughly 100 employees, Gusto should be the default and the burden of proof sits with alternatives. Choose Rippling if IT provisioning matters as much as payroll, BambooHR if you need an HRIS with performance reviews, and Deel the moment you employ people internationally.

Worth knowing that once you employ someone in a second state you are on Plus at $80 plus $12 a head, not Simple. Still fair value, but it changed our budgeting.
